Metal Gear box...and external hard drive...

I got a Metal Gear Box Substance II (external hard drive enclosure) with a Western Digital 320 GB hard drive installed in July. Moved all my photos onto it (over 100 GB's) so they wouldn't use so much of my 200 GB internal hard drive.

A couple of weeks ago, it quit showing up when I went to "my computer". Then it started sounding like a stuck record, if anyone is old enough to remember that. Start, whir, stop, over and over. I figured the hard drive failed. It's under warranty, Western Digital replaced it. The new one came today, I installed it, it does the same dang thing!

Do you think this could be something in the electrical hook-up in the box? (power connection, I should say).
I don't know if it matters but: it hooks up by USB, I am running Windows XP, service pack 2, on an HP computer.
Any help would be appreciated. If it's the power connection, I might not have to try to restore the stuff I had on the original hard drive, but somehow fix it or just get a new enclosure.
