I have a question about baby toes. This is a new plant to me. Does it actually bloom and how do you know what color it will be? How do you care for them. Must they be out doors in summer to bloom?

I actually blooms, though usually white. Not sure to know what color until it happens. Care is a bit more than I can go over here... pretty typical for mesemb succulents that are cold hardy to about 28F, though a bit more resistant to overwatering. I bet they need plenty of bright light (at least part day sun) to bloom well.

So they are cold hardy to 28 degrees. I am in zone 6 so I guess that I would have to bring them in. Are they slow growers or do they spread? I just got a start and of course have it inside as we are in winter season and it has been quite cold and snowy here..

Do you know anything about desert roses and know where I could get seed to try?

Baby toes spread VERY slowly... not a good plant for covering a large area unless you have decades.

Adeniums are very common and cheap.. .I certainly would not bother with seeds, but that's up to you... finding seeds is WAY harder than finding plants.. I got some plants at Home Depot once for a few dollars. Seed culture should probably be reserved for trying to grow extremely rare and expensive versions which are just unaffordable or unavailable.
