To me, (which I'm sure I could be wrong) looks like Incurvula or Brevialata.
I have this one and I forget which one it is but it's one of the 2 above.
I have found through trial and error that this one likes to be grown DRY.
I only water when necessary. The leaves will rot with too much water.

I agree with Susan..except, I am sure. It's incurvula. She is also correct about the water situation. Likes to be grown a bit drier but never let it dry out completely or it won't recover. With this plant there is a very fine line between a little on the dry side and dead.
