Nice pic. I've got the same problem with these bugs on my shrub.
I've also noticed small birds - mostly sparrows in my Rose of Sharon or Althea shrub.
My guess is they're picking off these bugs for a snack.

Hi: If I knew for sure that the sparrows were eating these bugs I wouldn't do anything. But there is a large infestation. I'm spraying with liquid sevin tomorrow.

Right you are.... from your pictures, you have a ton. :^}
In one of my pictures, I see a clump of eggs clustered together.
But as you say, I can't really see that they're doing much damage.
I've been able to collect seeds from the dried seed pods, without any damages to the seeds.
It's just kind of creepy to see so many.
Have a nice "rest of the year"
