"Gingering a Horse"

I was reading about the awful things they do to halter horses...I don't think 'gingering' is limited to halter horses...I know it is an awful thing and it is prohibited...but how in the heck, do they check to see if it has been done? Sniff horse butts? I am serious, (kind of)
