I sware I have had this brug forever and its at least 9 feet tall and it doesnt bloom. I think its called snowflake or something like that I dont quite remember....

I have a few variegated ones, and overhere, they are actually first to bloom this year!
I don't think it has anything to do with variegation.
If it were my plant, I would give it a good haircut, share the cuttings with my friends on this forum, and I would fertilize heavily.
