Lobelia cardinalis in a water garden?

I've read several places that Lobelia can be planted in a bog or shallow water garden.
Has anyone planted this in an artificial (man-made) water-garden like a traditional marginal would be planted--aquatic soil in a mesh basket immersed in shallow water. . . ?

Since Lobelia is toxic to humans, does it pose any risk to fish/frogs/snails in the pond if the foliage falls in and decomposes?

I have a very shallow shelf in our water-garden where this would be perfect--if it can be done!
If it can be done--does anyone have any suggestions as to ideas or sources for a wide shallow mesh basket?

I don't use a mesh basket, but do grow lobelia in my pond. Have for years. I use a rigid black gallon pot (or larger-like perennials and shrubs come in) and line it with landscape fabric. Use a perennial soil-less potting mix in the pot with gravel under and over it. The edge of the pot is just above the surface of the water and it's wired in place so it won't tip over in our winds. The shelf in my pond isn't very flat. I plant creeping Jenny around the edge to hide it. This method seems to work very well for me and the plant as I don't have the pond potting mix readily available in my area. Hasn't ever hurt my goldfish.

I seem to have that growin in back of the pond and trees, just off to the right, LOL Funny but, I have not seen any this smmer growing there?? They should have bloomed by now? Unless the darn deer or turkeys ate those too? :(
