Mouse Problem

I have my mouse set for "double click" on the left button and "click" on the right button .....

For some reason, it still insist on doing everything on the first click on the left button. This makes it impossible for me to open up more than one file (photo) at a time, in my photo editing program. Even when holding down the ctrl button or the shift button, the image imediately opens up.

Any ideas on how I can fix this?
