When to get a cutting

Port Saint Lucie, FL(Zone 9b)

Alright gang, who can tell me when I should or Have to make a cutting. My plumeria (The only one I have) has 4 inflows coming off the top. One of the infos has 3 buds on it. Is there a point where they need to be cut off? Each inflo will continue to bloom?

Never, ever cut off inflo's. See this thread: http://davesgarden.com/forums/t/714239/ An inflo will continue to bloom for months and months until it is spent. Let it fall off naturally.

Or are you asking when is a good time to take cuttings to root? If you take a cutting with an inflo on it already, then you basically sacrifice the inflo. It might continue to bloom while you root it, but rooting and flowering will be slow, and there just isn't enough energy for flowering while roots are forming usually.

The best time to take cuttings is in the spring so that you can root them during warm weather, but some people are forced to take cuttings in the fall when they bring their plumerias inside the house or garage for the winter. It is difficult to root cuttings during the cooler months of fall and winter, and it is generally not recommended unless you use supplemental light and heating pads.
