What is affecting my Bearss lime tree?
You need to provide more information about your tree. More photos would help. What is the overall health of the tree? The light green leaf color could indicate lack of fertilizer or could be the result of whatever is feeding on it. Does the entire tree look like this? How long since you used a citrus fertilizer on it? In a pot? In the ground? A stressed tree falls prey to insects and diseases.
Look for scale or mealybugs under that cottony white fluff. On the upper right hand side of the photo, there is something that looks like a wing, as well as some white tube-like squiggly things. Psyllids leave behind a waxy white tube through which flows excess honeydew. Psyllids are uncommon in California, but there is a threat an Asian Citrus Psyllid that could devastate the citrus industry in California. So it wouldn't hurt to mention it. These two UC Davis links might help identify your problem. An insecticide that can be used on fruit trees would work, but you would have to use is several times as directed in order to kill all new generations.

It has had whiteflies and lack of water this year. so I gave it some worm castings today.
I'll give it some citrus fertilizer in a week or so, unless someone tells me to do it sooner.
Don't wanna stress it any more than I have too.
