I just Purchased a Cat Palm. Is this an indoor palm or can I place it in a shady rock garden?

depends what your cold temps are. It can be used as an indoor palm (tends to struggle unless you have a really humid indoor environment), but here in So Cal most grow them outdoors.. .however, cold temps below 28F pretty much burn the leaves, and below 25F usually kills the palm.
