Do you think cottonseed meal is good for flowers & vegetables. How do I use it?

I have used it on my lawn for grass fertilizer, I just spread it with a rotary spreader, I think it would be great for flowers and vegetables.
Cotton is the highest user of pesticides and herbicides along with tobacco. Naturally some will be in the meal so I wouldn't put any on veggies.
