Gail, you can plant them directly into potting soil, put them in water until you have nubs then plant or leave them in water until they develop roots.

Planting in soil:
Some people dip the tips in rooting hormone mainly for the fungicidal benefit because Brugs root relatively easy. Use small containers: 16oz plastic cups with holes punched in the bottom, deep 4" plastic pots or quart-sized pots. Moisten soil and put pots in a humid location. You can group the pots together and make a temporary clear plastic tent over them until you see active growth. Any plastic will do as long as it is clear. Don't place in direct sunlight or you'll fry the cuttings.

Rooting in water:
To prevent cross contamination just in case a cutting is sick, use separate jars. Fill with about 3" of water. Add a few drops of H2O2 (hydrogen peroxide). It helps to prevent algae and adds extra oxygen to the water. Change water every day. You can plant in soil after nubs form in that part of the stem that was underwater. Or you can allow the cuttings to develop short roots.

I have better luck with the latter method.
