Email retrieval problem

Somehow, about half of my email folders in Outlook Express disappeared along with my sent mail. For some unknown reason, a few folders remained. I have no idea why this happened. I called MS and their help was worthless. I've tried doing some research on my own, and it seems like I should be able to at least try to recover these. So I have some questions. I have found .dbx folders corresponding to my folders just by searching. Shouldn't those contain my emails? How do I recover those?

I searched online and saw some software that seemed to have bad reviews. Are any of those programs affordable and reliable? I think something like this happened a few years back on a different computer and someone was able to fix it. I think what he had me do was delete the identity and then made the software search for email. That may not make any sense, but that's all I remember. If anyone can point to me to some online instructions or decent software I would appreciate it. And maybe I should get a different email program.
