What would you do here?

Georgetown, SC(Zone 8a)

Hello all: I'll keep this short as I can...
That's my house on the right and neighbor on the left. Our property line is basically just our side of that shrub on the left edge of the frame. On the right edge of the frame is a crape myrtle surrounded by a round bed that has yellow lantana in the summer. In between, this was a bare slope of hard-as-rock clay dirt and tree roots.
We just put down enought top soil to make the slope less steep. Stuck in liriope along the front edge to help hold the soil in place til we get grass going. Behind the liriope (hard to tell from the pic) I did a sort of berm with the idea of planting some sort of shrub all the way along the line. So, you might have guessed my question.

What would you plant? It's full sun nearly all day, with just some occasional shade from the tall pine trees. I'm in Zone 8. I'm thinking of something that wouldn't get too tall (maybe not more than 4 ft) and that would be evergreen to provide a hedge or screen effect year round. What would you pick? Best I've come up with so far is Knock-out roses. Any suggestions appreciated~ !
