seeds?

Do Clematis bloom true from seed? I just pruned mine and found a lot of fluffy seed tufts.

I could be wrong but I don't believe that they do. I have about 30 seedlings that are a year old, to young to bloom just yet. most have actually seeded themselves in the garden, I'm thinking I should pot them up and nusre them a bit
but am afriad to as I don't want to kill or damage them.

The species' seeds do come true to its parentage (i.e. Sweet Autumn Clematis). The hybrids I don't believe they will. I would try to take cuttings from what you've pruned off. I'm trying this method earlier this season. I cut them into small segments. Each with a node. Potted them in 4" good potting soil. (I use Promix) Keep them moist, and in the shade. If they do indeed take root. I'll keep you all updated later. I've seen some odd seedlings of clematis in the vicinity of my hybrid varities; I'm waiting to see what their blooms will be like, even their leaves don't resemble any of the other vines that I've. SAC's seedlings however looks very much like its parent. My SAC was orginally seeded by birds. I planted it and now it's taking over my Roses arbor. (People have problem with this vine being self-sow, mine after 3 years. I've found one seedling) It's so cute, I think I'll offer it to someone that would enjoy it.

All my seedlings are from Hybrids. No SAC here because of their invasive habit.

Mine is a Jackmanni so that would be a hybrid?
Do you lay the cuttings down or insert them (like pencils) into the soil?

Jackmanii could potentially grow rather tall (with provided support structures). As for the cuttings; one node at a time, and yes insert them "like pencils) into the potting soil (seeding mix is best). Keep them in a cool, humid area, and some shade. That is what I do when I proprogate new plants from cuttings. It has worked well for me.
