Is this something to worry about. I know mealies are fuzzy but these are dry and crusty. it's like someone took a mix of flour and water and splattered the plant. I purchased it form Lowes a week or two ago.
Please tell what you think they are and what should I do about them.

Sometimes when I damage a stem or knock a leaf of unknowingly, I will go back later to discover that the sap has dripped down and dried on the leafs. It could be that as well???

Sometimes hoyas excrete sucrose, and this ends up as white spots on the leaves. You can scrape them off quite easily and it comes off like fine salt. I believe they return in the same place. I wonder if it might be that.
That sounds right. When I scrape it with my nail it is crusty.
