Monarch Butterfly's on Vancouver Island

Victoria BC, Canada(Zone 9a)

I have been planting more and more things each year for the butterfly's. Last year I planted several kinds of milkweed hoping to get some Monarch's. I was at a plant sale at Swan lake last summer looking at the butterfly display they had and through discussion I was told we do not get the Monarch's here. Another person said that if we do it is a rogue that was blown over the Rockies. I was dissapointed as when I was in California I watched several hatch out , they were gorgeous.
I have since read online about them and have found very little about them being on Vancouver Island. One article I read said that they used to come here from WA and flew across the straight but not anymore. Apparently we had lots of wild milkweed but it has since been replaced by the yellow broom that we see everywhere.

Does anyone know do we get them here? Do you plant any milkweed for them?

I am thinking that we should all plant one milkweed and maybe we could get them to come back. There are some very pretty milkweeds out there now, more tropical looking. This year I planted some others that I didn't have.
