How much indoor light do you have? If you have very good lighting, you could start real early. If not wait until 6-8 weeks before your last frost date (is that Memorial day?)

We plant them outside just before Memorial Day* so I'd say, if you're starting them indoors, under lights to start them around April 1st and transplant them to a larger size container as they grow. Stake them when you put them out.
*We wait for soil temperatures to be above 55 to give them a happy home.
