male puppy house training question

Hello all:

I have a question. We have house trained pups before but they were all girls. Our little male Westie (4 1/2 mos old) is behaving differently than they did and I'm wondering if this is a "boy" thing. We just got Gus 3 weeks ago. He's very smart and has learned to he must go outside to potty. However, he will go out and have a 'wee' and then come in and immediately do another, wherever he is -kitchen floor ...etc. We take him for a walk, he has a couple of 'wees" along the way, 2 minutes after coming inside the house, there's a puddle. Is this a "marking" thing? Or some other normal phenom? Or is it just a little more training needed? I ask because if it's none of these. maybe I need to take him to the vet? He hasn't been neutered yet.
