Time Zone Question

Of all the forums, I thought you guys could answer me best. On the Co-op forum, we cannot sign up until it is 12 midnight PST. I am on EST, in Georgia. Some people are saying that I would have to sign up at 3 AM EST, while I think it would be 9 PM EST. Who is right (or at least in the right direction)?
