Scones ? What is "hard flour"?

I haven't made scones in years, but my family is clamouring for them.

I pulled out my Grandmum's recipe and it calls for "hard flour". What is that? I'm guessing some version of whole wheat, but...won't that make them more like door stops than scones?

If you have a recipe, would you share it?

This might be nice use for the rose petal jam, huh?
