Black Bug, Negro Bug (Corimelaena pulicaria)

Has anyone figured out how to destroy these bugs? I have a huge yard full of plants and will lose all if I don't get control soon. From what I've read, research has shown that Clothianidin stops these. Does anyone know of a product available to the public that contains this ingredient? Bayer makes a product known as Poncho, but I'm not sure if the average consumer can buy it. Any help would be appreciated.

I had these on 5 snapdragon again this year. The only thing that helps was orange oil diluted as instructed on the bottle. Then, I pulled the plants and put them in a black plastic bag sealing the top as tight as I could and threw them away. They are awful. They must have been on the transplants I bought at Lowe's or Home Depot (I can't remember). My other snapdragons that I raised from seed or were plants that I saved from last year were not affected. Do not spray orange oil on the plants during the heat of the day.
