I took this from a local educational garden, but the passionflower wasn't in flower. Knowing this garden, it was probably a red or purple passionflower. The leaves were lobbed, similar to maypops. Anyone know what this may be? How do I get plants from the seeds? Do they need special treatment?

May I suggest you do a little PlantFiles search for "Passiflora" and see what looks most like it in leaf. Then do a google search for information on germinating them, as it is a common question- many people are enthralled by this lovely plant as you are and much information is available from experts in the field as to different ways to germinate them, as they do need special treatment to a degree.

I have heard that the fresher the seed, the better the germination. The seeds I grew were not fresh but I still had great germination. I soaked them 24 hours in orange juice, the acidity breaks through the coating. Sorry I cannot help you with ID, hope you figure it out. :~)
My plants that I grew from seed did not bloom until 2nd year. Not sure that is the norm, just how it was for me. Good luck!
