Greenhouse White Fly (Trialeurodes vaporariorum)

I posted this as the bug in my area (85212) but after viewing photos realize it may not be the same bug causing infestation to my hibuscus. I do have tiny tiny white eggs on the underside of the plant's leaves but haven't seen the white rings yet. I have seen small white flys around the plant. I do hose down the plants every night perhaps this could stop the rings, not sure. I wish someone would advise how to get rid of them. I have 3 plants, 2 are older plants that survived a freeze here in Arizona and 1 is a new plant. The 2 older plants have the eggs and do not flower, the new plant has no eggs and blooms beautifully (lipstick flowers). Help if anyone can it would be appreciated.

Still sounds like white fly.. yours just haven't started laying eggs yet. Hard to control, but just about any insecticide kills them... but to keep them from coming back is really tough
