does anyone know the govt rules.? when i tried to order from a us co. they said i needed a permit.

See if you can make sense of this government site. It is generally assumed that importing plant material into Canada requires a phytosanitary certificate.

If a package of bulbs or plants you are importing does not have a Phytosanitary Certificate from the country of origin, you risk having the package destroyed when it goes through Customs inspection. If the U.S. supplier will not issue a Phyto, try to order through an importer, such as Gardenimport. If the particular bulb or plant you want is not currently in the Gardenimport catalogue, you can ask Dugald Cameron if he will consider importing it in the future. The more people who request an item, the more likely it is that you'll see it in the Gardenimport catalogue.

Here we go again, the good old import Plants into Canada issue :)

Legally a Phyto is not sufficient, You first must apply for an import permit ( http://www.inspection.gc.ca/english/plaveg/protect/dir/d-97-04e.shtml ), upon approval they'll advise which certifications and/or measures are required for shipping the plant material into Canada.

I dont know about the rules - I just dont bother trying. In any case I can generally get anythingI want thruCanadian suppliers.
There are some good places to buy bulbs in Canada - I recommend Botanus!
And they have a big sale on right now too!
