html help

I have tried using these brackets [ ] and ( ) how do I make letters bolder in a sentence or underline something?
For some reason basic html is not working for me like for bold beginning sentence b and ending sentence /b with the brackets around both...

I really think a html forum (with sticky) at the top or help page for html would be a great bennefit for those of us who can't figure it out :o)
