ID this water plant please?

DebinSC Georgetown, SC(Zone 8a) Oct 02, 2006

Does anyone recognize this plant. It's in nearly complete shade, growing in a fountain. It's about 4 ft high.

I call it an umbrella palm. Some people refer to it as papus but the papus I have has finer leaves.
