As far as I've seen it never gets flowers. I can dig it and dig it and keeps coming back. There are some on the other side of the yard too. I pull the new starts out all summer. It starts in the spring.

That's what I've thought and been told.Are there some that don't get flowers? This plant is individual leaves grows like Hosta

When viewing the thumbnails, I thought "Rumex", some burdock plant.

But looking at the full pix, I agree, it looks like Comfery to me too.

The leaves are basal but the bloom scape will have leaves on it, making it look differently.
