Help, pasture dying

It has been a very dry summer here, but even with irrigation I can't get the grass to grow. After scooping up some mole hills and finding 99% sand and gravel I think I probably need to use some kind of fertilizer, but what is safe to use with a mare and foal living in the pasture?
