Too late to feed?

I haven't fed my roses or vegetables for three weeks. The roses are almost done blooming, and the vegetables are getting close to harvest time. Should I feed them again? At this point, will it help?

Certainly not the vegetables. I don't like to fertilize perennials just before they start to go into dormancy. It can make them more susceptible to freeze damage.
