how long does it take them to bloom?
I bought this one last year it was about 10inches high
now its pretty big,is there anything special im suppose to do to make it bloom

I've have one that was about 10" when I got it about 3 years ago (it doesn't look as happy as yours though) and it still hasn't bloomed. So longer than that apparently. Hopefully not too much longer though, because I"m getting antsy!

i woild love to put mine in the yard but our land is really bad,i found out it used to be a dump so after awhile everything dies .good luck with yours,to the cold hurt it
Was it left outside during cold weather recently? The soil also looks pretty damp which could cause root rot. The white sap could be from some kind of borer or just no place for it to go.
How often were you watering it? I've never grown Madagascar palm but I've grown other Pachypodiums and killed them by overwatering and yours looks like mine did when that happened. One thing I noticed on mine when this happened was that the trunk got a little squishy feeling instead of being nice and firm. Yours is very spiny so you'll have to get creative on how to give it a little squeeze and see if it's squishy or not but it's worth it to try. If the trunk has already gotten squishy then there's probably no way to save it, but if it's not squishy yet then you should try repotting it in some clean soil and watch the watering and it may come back.
The white sap may be a separate problem, members of Apocynaceae family have a white latex that comes out if a branch is broken or something, so this means that something punctured the trunk, but it really depends on what it was that caused the hole in the trunk whether it's something to worry about or not.
yes it stayed out side but was always cover in the cold,,water once a week, the dirt isn,t that wet,i dug down in it and wasn,t that wet. no its not mussy its nice and green even tho it don,t look it.repotting should be a lot of fun. thanks far advice

That looks like a P. lameri. Remember that they are a deciduous tree and will drop their leaves unless kept growing year-round indoors. If still green and not mushy just keep it on the dry side and be patient. With luck the spring weather will bring you new growth. here is one of mine--I thought our choice of pot color is great! :o)

Well i went back out and double check my palm,well middle ways from the top it is mushy ,you can poke your finger into it,
so i guess its no good,sure hate to get rid of it ,but thats what happen some time
