Fencing suggestions? What can be done about gap 4 dogs?

I just had a nice vinyl fence put in, it looks great, but due to the lay of the land we ended up with some gaps under it that are too big and our little dogs can get through it. Some places gaps are as much as 9".

I need some recommendations ASAP as to how to take care of this. If you have a picture, that would be great too.
