It's Hedychium greenii, a sterile ginger from India that has been in cultivation since the early 1900's. Supposedly all plants in US cultivation come from one that was brought to England before 1908. It does not produce seeds but does produce the little plantlets at the base of the inflorescence. They are easy to grow into more plants - just stick them about an inch into a well drained potting medium. I have heard that this species has been rediscovered in its native habitat, so fertile seed-bearing plants may be available at some point and could produce some interesting hybrids.
