I was recommended to look at the Winter Sowing Forum. I am not new to DG, but new to the seed thing, so I have been checking out that Forum, and also the Savings Seed Forum.

The regular 40W florescent bulbs are cheap.
Buy a 40" shop light fixture. If you find one with flanges
that is better yet.

Set up? Ha, I have one light fixture setting on four tomato
juice cans....not really recommended, but utile for me. I set the
trays of seedlings about 3 inches from the lights. [Any lower, the
seedlings will become 'leggy'.] The trays are on boxes, and I use
a shorter box as the plants grow, still keeping the seedlings 3
inches under the lights.

Some people put hooks in the ceiling and hang the lights
from there, having chain/hooks that allow for adjusting the
height of the fixture.
