This odd I believe Colocasia looks to be growing more like a vine. Now I have seen plants send out runners but this looks to be sending out runners out of were it should be sending out leaves??

No, viviparous, it's a characteristic of some plants whereby they can produce a plantlet from a leaf or flower or stem.
