Cotton Rose is another name for the Confederate Rose or Hibiscus mutabilis. The seeds germanate easily, just treat them as you would any other seed. I am not aware of any special treatment for these plants. Perhaps someone else will chime in with some more specific info. They are also easy to start from cuttings.
