You could also consider Damianita. Fragrant foliage and it has clusters of yellow flowers. One of my favorites, because it even tolerates the caliche on the hillside above my house. This site says it gets taller, but it sure doesn't get over a foot tall around here.

Also Scutellaria - it is a nice mounded plant with pretty purple or pink flowers that gets less than a foot tall and spreads about 15 " drought tolerant

Ooh, lovely! That's the yellow Calylophus at the front, isn't it? My C. drummondii is yellow and black and I love it! Nice use of rock also. I like how you can frame beds with rock!

I just LOVE blackfoot daisy but the ones I had died when we got the two 100 year floods two years in a row. The plant did NOT like all the water. 32" in 4 days was just a bit much for it *giggle, and I haven't bought any more to replace it yet.
