Are you supposed to clip off the dead blooms on a butterfly bush to encourage new blooms?

Deadheading does help to promote new blooms. Just try to pick the places you clip to encourage new growth in a direction you want the bush to go. A lot of trial and error will be involved, but the bush will more than likely keep right on growing and, eventually, you will have it just the way you want.
