I have random hybrids of Heath (Daboecia). Also called Irish Menziesia. These are a few generations after garden variety plants went feral. They flower and reproduce under mower height about 4". In good soil they would probably be a little taller. These are well branched woody shrubs, scaled down.
What are you looking for besides heaths?? Shirley
