Having no luck with Rosa stellata seeds

I don't have a greenhouse, but I was hoping someone on this forum might be able to help. (no luck on the Roses or Propagation forums).

Any tips on getting "difficult" seeds to propagate? I followed the instructions, but I'm thinking the recommended stratification period was too short (one month). Any experimental ideas are welcome - I just want to have a gameplan before I go at it again.
