Neem Oil on hibiscus?

I have had an ongoing battle with whiteflies since the end of last summer. I'm at my wits end. I used one of those systemic chemicals about the first of May. It worked for a few weeks and they are back stronger than ever. I'm looking for another treatment. Can I use Neem Oil on my hibiscus? The bottle says to not use it on hibiscus flowers...what about the leaves?
