Chilled bulbs

I read today in a new Brent and Becky's bulbs Catalogue, about chilled bulbs for growing in warmer areas that dont get a winter. Has anybody tried this,

Does it mean that I can buy my own bulbs and keep them in a fridge and plant them in Spring or even our Winter in the tropics.

I buy some and keep them in the fridge just to stagger the blooms. Seems to work well as long as you know what not to store with them. I don't live in your zone, but it should work.
