Hello from New Port Richey Florida

Can someone please help me? Being new to gardening, I am not familiar with all of the pests that cause problems, however, today I noticed on my hibiscus and impatiens, teeny tiny small white, I'll call them specs, on the leaves. They don't seem to be moving and I can't see any other pests on the plants. What are they and what can I do about them? Thank you in advance.

hello from upstate new york. try the garden talk forum or one of the other forums about flowers. they might even have one on pests. someone soon will come along and give you an answer.
