Mexican sage bush

I planted this great plant ( Mexican sage bush) last year and it exploded in growth -got to over 5 feet in one season. Bloomed until the first frost. Unfortunately, I don't see any new growth this spring. Is it too tender to return in the PNW? If it's truly dead, I will buy another one. It's worth it.

I had one and it didn't winter over. If I remember correctly when I pulled it up the roots were rotted. I think it's hardy to our zone here but we are just too wet.
