How long from 3 inch plant to bloom?

Will my tropical hibiscus bloom this year if its only about 3 inches tall right now ? This is my first year of trying to grow them and it seems like its taking for ever.

I bought some in the co-op last year. Each time they got rootbound, I went up to the next size pot. They lived out the summer in true gallon pots and were blooming from about a month after I got them until fall. Is this a cutting grown plant? I bought 144 of them from a broker and have had them about 2 months. Most of them have already started blooming. Some bloomed almost as soon as I got them.

I started these from seeds. This is my first year of trying to do seeds for flowers so I'm excited.

That is one of few things I have not tried from seed yet. LOL Hopefully someone else can give you help with seedlings. ;)
