Rose, it's usually illegal in states with rather warm year-round temps, like FL, TX, CA, GA, LA, MS, HI and I'm not sure who else. The problem is, for those states, it doesn't die in the winter. Birds can pick it up and carry it to a nearby river or lake where it multiplies wildly and almost can't be killed. It smothers out other water vegetation and suffocates water wildlife. Also, the tangle of roots can stop a boat dead in the water. It can be the equivalent of water kudzu in areas that don't have a "real" winter.

You can do a search for invasive species in your state. Usually when you do a search on water lettuce, you'll find a listing of the states for which it's banned.

It's such a shame it can be a hinderance because it's quite a unique little plant--one of my favorite water plants.
