Lavina,I don't know about seedlings(just bought my first Tropical Hibiscus this week!)but here is a site I found that gave me some growing info.

I've never grown hibiscus seedlings.
I always cheat and get them already a nice blooming size. Sort of the instant gratification thing going on with me.
Hopefully, someone will come along that can answer your questions.

I planted seeds with Miracle Grow mix on the bottom and a very fine seeding mix on the top of it where the seed will germinate. Grew them under grow lights. I had very good success this way. This is the first year of trying them from seed. These are hardy hibiscus that I don't need to bring in during the winter. Most of my seedlings are >12" tall and getting a very thick woody stem, I will plant them out soon.
Golgi, Thanks for the link, I just ordered 39 hibiscus (wasn't going to order anything else this year). My sweetheart says all anyone has to do to find our house is to follow the 'Brown Truck'. To true. I don't think I will tell him about this new purchase.

My yard is kind of torn up on the south side where I will be planting some of my new plants . I am going to plant the hibiscus in the garden until fall. My daughter is building a house and I get to landscape it. Fun huh? Many hibiscus will go to her. I have over 50 butterfly bushes that I started from seed, they are 2-3" tall, they go in the garden also until further planting space is available. The little ones are my grandchildren, the one with them is my youngest daughter, their aunt.
I hope to have many hibiscus to take pics of and post. I do love gardening, unfortunately, I have had rotator cuff surgery on both shoulders, the right one March 10th and the left one April 10th. Therapy is going well though. I do a little bit at a time with my right arm now, left arm still in brace. Hope to be gardening more soon. Marie

They are called 'Love Lies Bleeding' it is very showy, reseeds. I have transplanted successfully, they grow almost anywhere. I will send you some seeds. Please d-mail me your addy and they will be on their way. Marie
Thanks ladys I have never had seeds to come up so fast. I have plenty of potting soil so I'll just give it a go.
