New gardener from Chicago

I bought a small green house last year and decided to start my own seedlings for veggies and flowers. My husband put grow lights in for me. Things are going well for my veggies, cups & saucers, mexican sunflowers but my Painted tongue, Petunias and Snapdragons seem like they just stopped growing.
I think I am going to transplant them to bigger pots. They are still in their small cells. Every thing I plated in the bigger peat potts seem to be taking off. I think I might have started too late.
