Advice on training an abused puppy

I adopted a 3 1/2 month old puppy. It is apparent that he was abused. He is very shy and scared. He even pees a little when you approach him. He is coming along good if you move very slowly towards him. My problem is he is chewing my iris. I don't want to scream at him or whip him. Does anyone have any ideas on how to correct him without scaring him?
